Jakarta - Bedah Buku 'Wajah Polisi Presisi', Potret Inovasi dan Prestasi Satu Tahun Kepemimpinan Jenderal Listyo Sigit
Bedah buku berjudul 'Wajah Polisi Presisi: Melahirkan Banyak Inovasi dan Prestasi' karya Dr Edi Saputra Hasibuan S.H, M.H digelar di Auditorium STIK-PTIK pada hari ini, Jumat, (28/1/2022).
Dalam bedah buku ini turut dihadirkan penanggap yaitu peneliti senior LIPI Prof Dr Hermawan Sulistyo, anggota Kompolnas Poengky Indarti, aktivis HAM Natalius Pigai, pakar krimonolog Adrianus Meliala dan penasehat Kapolri Nur Kholis.
Kepala Divisi Humas Polri Irjen Dedi Prasetyo mengatakan, buku 'Wajah Polisi Presisi: Melahirkan Banyak Inovasi dan Prestasi' merupakan potret perjalanan dari program Polri Presisi selama satu tahun di bawah kepimpinan Kapolri Jenderal Listyo Sigit Prabowo.
"Pak Edi mempotret inovasi, kreasi, maupun berbagai macam upaya yang dilakukan oleh Polda dan Polres jajaran di seluruh Indonesia dari sabang sampai merauke," kata Dedi.
Dedi menambahkan, buku ini juga merupakan suatu bentuk delegasi dari Edi Hasibuan sebagai wujud bagaimana Polri sudah berupaya semaksimal mungkin melakukan transformasi menuju Polri yang presisi.
"Tentunya juga sebagai masukan kepada Polri seluruh Polda dan Polres jajaran dalam rangka berbuat yang terbaik memberikan pelayanan ke masyarakat. Buku itu sifatnya terbuka tetap kita menerima saran masukan dan kritik dlm rangka kebaikan ke depan," ujarnya.
Sementara itu, Edi Hasibuan mengatakan, penulisan buku ini merupakan proses panjang sejak dilantiknya Jenderal Listyo Sigit Prabowo menjadi Kapolri. Ia pun memotret tahapan demi tahapan yang menjadi program Polri Presisi apakah sudah dilakukan di seluruh Indonesia.
"Setelah satu hingga tiga bulan banyak inovasi muncul, banyak prestasi muncul yang dilakukan jajaran Polri. Ini program Kapolri harus ada perubahan besar di Polri dlm melakukan pelayanan kepada masyarakat," katanya.
Ia pun mencontohkan beberapa inovasi yang dilakukan Polri yakni penerapan ETLE dan pembuatan SIM online. Ia juga menyoroti bagaimana kinerja Polri mendukung program vaksinasi pemerintah.
"Pemerintah meminta masy melakukan vaksinasi dan Polri sebagai garda terdepan diberikan beban bagaimana mewujudkan bagaimana masyarakat bisa mendapatkan vaksin minimal 70 persen di seluruh Indonesia," katanya.
Dengan bekerja sama dengan TNI dan Pemda, Edi menyebut layanan program vaksinasi membuat masyarakat merasa terlindungi dan terlayani dengan baik, dimana Polri merupakan representasi negara hadir untuk masyarakat.
"Tidak mudah bagi polri mewujudkan vaksinasi. Bahkan kalau kita liat banyak kritikan dan hoax yg muncul. Bagaimana Polri bisa melakukan penyuluhan bahwa vaksinasi untuk kebaikan masyarakat," ujarnya.
Dalam kesempatan ini, Edi juga meminta Polri tak berpuas diri dalam capaian satu tahun terakhir. Ia meminta Polri untuk meningkatkan kinerja agar masyarakat merasa keberadaan Polri dapat dirasakan langsung masyarakat.
"Polri tidak lengah dan kinerja polri mundur dan kami harapkan tingkatkan kinerja agar tagar-tagar tak muncul lagi. Bagaimana meningkat profesional dan pelayanan serta keadilan masyarakar, sehingga masyarakat tak viralkan. Kami yakin kapolri saat ini sangat terbuka dan transparan untuk dikritik," ujarnya.
Natalius Pigai yang menjadi penanggap buku menjelaskan bagaimana sejarah Polri dari masa ke masa. Ia pun menjelaskan pada tahun 2021 memang terjadi perubahan terencana, sistematis, masif dan terstruktur.
"Itu dilakukan banyak perubahan salah satunya wajah polisi berubah humanis yang ditujukan pimpinan permohonan maaf atas kebijakan-kebijakan yang salah terhadap pelayanan tugas kepolisian. Menyentuh perasaan masyarakat," katanya.
Salah satu kebijakan yang ia sambut positif yakni restoratif justice. Menurutnya hal itu adalah salah satu penegakan hukum yang humanis dan menghormati martabat manusia.
Tak hanya di eksternal, ia juga melihat perubahan di internal Polri. Di bawah kepemimpinan Jenderal Sigit, ia menyebut banyak anggota yang dulunya tak mendapatkan tempat, kini mendapatkan tempat yang baik.
"Saya punya data 2018 1.400an Kombes tidak terakomodir. Sekarang di bawah pak Listyo Densus 88 bintang dua, direktur bintang satu. Pembentukan unit PPA dan beberapa perubahan di Brimob untuk mengakomodir anggota berkompeten tapi tak ada ruang. Memberikan pelatihan pendidikan 700 keluar negeri dan 40 orang ke universitas terbaik di dunia. Ini untuk meningkatkan kapasitas anggota," katanya.
